Run process on business rules definition

I'm evaluating Remedy Quality Management and I want execute a little program with some ARS arguments, but something is missing to me.

I'm using a Windows 2000 Server to run ARS Server.

In the business rule I had defined a path in DOS, a binary program, and list arguments. Nevertheless when "Run If" condition is verified program is not running.

This business rule is defined as filter.

Does anyone help me?
