Rules Wizard Out of Space

Hello,
I have a user that uses the rules wizard to no end in order to sort mail. He is trying to make individual rules to sort his incoming and outgoing mail by user (about 100 different users at 2 rules each). During this massive creation process, he receives a message stating that he has insufficient space to create rules on our exchange server. We are running exchange 2000 sp2 with Outlook 2002. Does anyone know where I can increase this quota or know of a workaround using variables for my user? I have seen Microsoft Knowledge Base Article - Q241325 and that will not help me. Any help that you could provide would be appreciated
 
I'm not sure about this, but I remember there was an upper limit to the actual number of rules you're allowed to create. Something like 120....
