The user is on OS 9.1 and using the latest Explorer browser for the Mac. When they try to open an htm file a lot of garbage is displayed,(spurios characters).
Any ideas

Can you copy and paste some of those spurious characters? Is any of it readable?

What does the HTML file look like when it is opened in SimpleText? You might be looking at a binary file masquerading as a HTML file.

This is what is displayed in the Alta Vista home page.

HTML in simple text looks normal

I've seen a similar problem in Safari with some sites where the page renders with some text in "rubbish" fonts.

The solution is to remove

system/libraryfonts/Helvetica.dfont
and
/library/fonts/HelveticaNeue.dfont

This cures the problem in Safari, and so far I have seen no ill effects.
Not sure it will help with your Explorer problem, but it might be worth a try.

Spurred on by this question, I just tried to replicate the problem and put the above mentioned fonts back where they should be.
Yesterday, as soon as I removed the fonts, the problem went away.

But now, oddly, Safari displays pages that yesterday looked "wrong" as they should be displayed.

Only thing different to yesterday is that I installed Explorer for OSX today.
