RRAS provides remote access to your network, it does not allow you to dialout.
You want to go into the dialup settings on the modem and tell it to use Internet Connection Sharing, then it will setup your network connection to give out DHCP addresses using that server as the gateway and if you set it to dial on command any machine trying to reach the internet will be able to do so when you attempt to reach a website or service outside of your network.
