Routing through VPN Problem

I have set up a VPN between 2 sites using Cisco 1721 routers. The VPN is set up as follows:

192.168.0.0 Site 1 Network Gateway (inty Exoserver)192.168.0.4
192.168.100.0 Site 1 Perimiter Network Contains only Inty Exoserver and cisco 1721
VPN to site 2 setup Between Cisco Router (192.168.100.1) and cisco router on site 2 network (192.168.4.10)
192.168.4.0 subnet is perimiter network at Site 2 connected to 2nd Network card in site 2 server (192.168.4.1)
Primary network card in Site 2 server (172.17.31.1) is connected to 172.17.31.0 subnet

The problem is that from hosts on the 192.168.0. subnet I can access hosts on the 192.168.4. subnet but not the 172.17.31. subnet and from the 172.17.31. subnet
I can access hosts on the 192.168.100. subnet but not the 192.168.0. subnet

Both routers are also used for Internet access at each site running a tracert indecates that traffic from 192.168.0.x to 172.17.31.x is routing out to the internet rather than through the VPN tunnel and traffic from 172.17.31.x to 192.168.0.x is also routing to the internet.

How do I configure the routers to route this traffic through the VPN to the other site?
