Routing based on ISDN link status.

Hi.

For this scenario we have 3 routers; A, B, and C:

Router A and B are in an HSRP configuration with router A being Primary. Also of importance for this scenario is router B has an On-demand backup ISDN line.

Router C has the primary WAN connection and is where router A and B forward all packets under normal conditions.

What I would like to do is configure dynamic routing tables in router A and B to route traffic to router B (because it has the backup ISDN line) whenever router C goes away -OR- when the ISDN line conected to router B becomes active. How would one do this?

Is there any way you can move the ISDN interface to Router C (or vice versa) and then put in some floating static routes.
 
Part of the reason I want the backup WAN link on router B is to diversify where WANs terminate. If router C dies (for whatever reason) I would like the backup ISDN to pickup immediately and I dont think that could happen if router C dies.
 
I have lowered my expectations a bit and now I am attempting to find a way to enable routes only when a link on a particular inerface is active. The idea being that when I manually dialup the ISDN line a pre-configured static route will kick-in and be the new default. It would be nice too if this route would get destrbuted via EIGRP. Any ideas?
