Route to command on ACD

does anyone know why the route to command is no longer used on CSI R13?
Works ok R11 and R10 but seems no longer to be available on R13 with basic ACD?

who said it doesn't work? if it stopped working after upgrade, then the upgrade process was done improperly.
please show 'disp sys cust' screen pages 6 and 7, call center optional features.

I using G3R10 but as I know CM3.0 or R13 with Avaya CC 3.0 SW package Call center basic has no most of features as Call center elite 3.0, such Call Vectoring - Basic and further. However customer cannot change system parameter customer options to change this.
