Do a search for picture rotation API calls in VB.
What I might do though, is have 30 pictures loaded, each with a different rotation, and then quickly switch between each picture in order. Well, actually what I would do is do this in DirectX or OpenGL, but that is not an easy/quick solution, although it is a better one if you want professional results.
