Rotating text boxes in Word 2000

I am sometimes required to put the word DRAFT behind the text of certain Word documents. I am sure that in the past I have done this by going to Header/Footer and drawing a text box and typing in my word, which then I can format to how I want it - usually with expanded letter spacing, big font and pale grey. I also require it to be at an angle so it is more obvious.

Yesterday I tried to do this and was not able to rotate the text/textbox, although the Help menu implied that I could. No matter waht I tried, the rotate box was always greyed out.

In the end, I had to insert Word Art, which is not as readily formattable as straight text (e.g. I couldn't expand the spaces between letters). But at least I could rotate the word art.

Am I dreaming, or is it possible to rotate a textbox by a specified number of degrees? i.e. not just flip, or go vertical? I am sur I have done it this way in the past.
