River applications from FAQ?

I need to reduce the size of my registry to improve the speed of my computer (98SE, 256 RAM, 750MHz AMD chip, 5.1GB HD). I am trying to follow the instructions from the "Editing your Registry" FAQ, but it uses a series of programs from the River application. The link to download the application is dead. Does anyone have these files or know of a different location? A Google search turned up nothing but dead ends.

In the FAQ, he mentions that reducing the .reg files from 3.7 MB to 2.3 MB improved his PC... mine is 16.3 MB!
