rights to a folder

We are assigning rights to a folder that will be shared across a network. We are using a NT server and a combination of 98 and 2000 workstations. We have two share folders mapped out on our server, one called shared and the other called projects. The shared folder should be full access for everyone and it works according to design. But the project folder will have certain user with full access, others with read/write, and the third with read only. This is not working. We only have read only for everyone. It will not recognize the other users' rights and permissions. How do we fix this or over ride the rights set.
