Right-click on file, "Send to.." crashes windows

Hi,
we have a new computer with windows XP installed. this was cloned from a dying pc...everything seems to be working when we discovered that every time we right-click on a file and go to the "Send to.." sub-menu, the computer hangs. And then we'd get an error like this

and a dr watson dump.

any ideas how to fix this? all other sub-menus work fine...
