right click menu doesn't appear

This is a silly problem that I'm just not sure of the answer to.
When the user right clicks the menu doesn't appear right away. You have to move the mouse over where the menu should be for it to appear.
I was thinking of a video driver problem but i'm not sure.

Try another mouse on that machine, see if the problem continues. If not, the original mouse probably needs a good internal cleaning. If the problem exists for both mice, then check the mouse settings in the Control Panel.
