Review mailboxes without Admin rights

Our Customer Support Manager wants to be able to review her employees' email without them actually knowing she has access.
Since she is not an Exchange Admin, and will never be, how can she open the mailboxes in the Additional Mailboxes list under services?
The only thing I can think of doing is opening each mailbox individually, and giving her delegate rights to everything, then adding them to her additional mailbox list. Isn't there a simpler way, or something I can do within Exchange Admin?

In Exchange Admin, go to the Permissions tab on the individual user mailboxes. At the bottom, add in this Support Manager as someone with "User" rights.
 
Do you mean the Send on Behalf permissions? I don't see a permissions tab in 5.5. S.R.
 
Probably 'cause you don't have it enabled. In the main Exchange Admin window, go to Tools, Options, then Permissions. Check off "show permissions page for all objects".
