Restricting Website Access in ISA2000 SP2 FP1

I have an ISA2000 configured as a member server. I created access groups and policies. I can block sites, generally for all. My problem is, I want to create a new user group that will only be restricted to a specific destination set. Basically, I want to

"Deny access to all but specified destination set Applied to specified group"

I created the group, the destination set, and the policy. But I can still access all the sites generally available for everybody. Can anybody help me out? Please...

this is for 2004 version but 2000 std have similaritys.
