restricting urls using group policy

I am using active directory and group policy management console. I need to block the URL for the IE7 download site. I have already restricted the actual install of IE but I am looking for a way to stop users from downloading or getting to the IE7 site on Microsoft. Is there a pre-made group policy setting that can restrict the access to this site and restrict the download of IE7?
 
There is no pre-defined GPO to prevent the download. You could possibly create one by hand to accomplish the goal, but nothign from MS that I am aware of will do this.
