Restricting php use

Is it possible to restrict which sites can run/use php ?

example 2 domains hosted on linux server

Domain1 = php not allowed
Domain2 = php is allowed

Any suggestions?

Disable .php files in httpd.conf???

Or something like
DENY EXECGI in the httpd.conf

This is just a suggestion :)
