Restricting MMC using Group Policy

We have restricted access to the MMC snapins using group policy using user config-->admin templates-->windows components-->mmc
The problem i have is that there is no way of restricting DNS, WINS or DHCP as they are not in there. i need to give some none admins access to these snapins but when they run them they are told policys are in effect that do not allow??
There are policies but none that specify DNS etc
 
what do you want to achieve?
do you need to set DNS, WINS or DHCP
or you just need to prohibit access to those features?

if you want to restrict users from changing the settings
of those services you can do that via group policy
user configuration > administrative templates > network > network connections
and there are some settings that might be useful
