Restricting bandwidth on a Cisco PIX501

Is there a way you can put a speed limit on someone’s bandwidth use, that's tied to a MAC access on a Cisco pix 501?

No,

A PIX will not restrict bandwidth to individuals. It doesn’t restrict bandwidth at all. It will only allow traffic to pass based on criteria you determine.
