restricted password list

Is there a way to create a list of passwords my users cannot use? I want to initiate a stricter password policy. I plan on informing my users on this policy and giving examples (pa55word, 5t0r3r00m) but not let them use those examples or some other obvious choices.

reasonable requirement, but i guess it's hard to implement, 'coz passwords are hashed, even OS can't dump password to a cleartext , it's being shadowed.
