Restrict animated gifs in email

I have several users who like to send emails with animated pictures and gifs including audio. Can exchange do something globally to not allow this kind of email? The email is allows sent to the whole organization, which kills my exchange server.

1. Give yourself Send rights on the MD's mailbox.
2. Send a mail from the MD to the named users issuing them with an informal warning and referring to your internet and email usage policy.
3. Watch them cower.


Or, limit the size of .gif/.wav/.mpg files somehow. You could do this via an Event Sink or I would expect some AV/Content filtering software might include it.
