Restoring domain controller with System State but without ASR

Does anyone know a good article to rebuild a domain controller with only a backup of the system state and NO ASR?

Assume this is the only domain controller in the network. Thanks.
 
I've tried reinstalling Windows Server 2003, then restoring system state but it causes the O/S to continously reboot back to the BIOS when starting Windows.
 
Make sure you are at the same service pack level as the server you are restoring. Also, consider trying to go to a different tape. Magnetic media is notorious for going bad.
