Restarting Problems

Hello all, I just built a PC with the Asus A7M MB, and I'm using the AMD T-Bird 1.2 CPU, with a ATX 320W Pwr supply. Now my problem is "Restarting"
It seems like right after installing Win 98 2nd ed, my computer won't restart...u know when u add new drivers, the computer promts you to restart to take effect; my computer won't restart on its own...Only when i hit the restart button will it fire up again after shut down......Other then this problem the computer runs fine....I tried reinstalling and I went to the Asus to dl some other drivers but no good.....everything is new or at least i hope so.
