Reset Language to English instead of Spanish?

Hello all, I know its easy but I just cant seem to do it. Im in the reginal settings and I think i have everything set to Ingles (Estados Unidos) but when I reset the computer it doesnt change back to english? Can anyone help me reset all the language settings to the Windows SP default of English?

XP is available in some 32 language localized versions, of which US English is one.

You cannot change the installed or localized language of a version of XP other than in one situation: the base installation is US English and you use the Multi-language User Interface:

Regional settings customize keyboards and the Microsoft Office Language Bar and the Alternative User Input Text Input Processor. But have nothing to do with the language displayed in XP menues and dialogue boxes. These can only be changed by installing the correct localized XP version or the MUI addition to US English.

My father-in-law had his laptop set up by someone in the Netherlands who installed XP Home in Dutch. I tried for a week to change the language to English but my research last summer indicated you have to do a complete re-install of the OS. I did not have time enough to backup his files and install, so he resigned to keeping the Dutch language. He was not interested in paying for the upgrade for the Multi-language User Interface.

ok being the smart guy i am i looked at the keyboard and its in spanish too so im just reinstalling the English version. Thanks for the help i probably would have messed around with the language settings for a year lol.
