RES 3700: D778 Not Completed error (SVC)

New installation of RES 5.7 MR6, SVC 4.2.7.451.

All gift card related operations immediately return D778 Not Completed error.

Host Adapter is msvc-micros (but gift card platform is givex); SVC configuration files are exact copies (just changed adapter IP address) from another location, which runs gift card properly.

Disabled firewall, still the same. So not firewall issue.

Reinstalled SVC; re-generated svcconfiguration.sl and svctransaction.sl --- neither worked.
