Is there a way to get a page footer on the Report Header???

No, but you can suppress the report header, and instead insert a fake group that contains all records, and then use that group header as your report header. Use a formula like:

{table.ID} > 0

Then insert a group on it. The page footer will be available.

You can create a "b" section of the report header and in the format section window for RHb check the box to print at bottom of page. Then put your page footer info in section RHb
