report - cover page followed by application forms

PLEASE HELP.
I am trying to have each unique street address receive one cover letter bearing the 'Last Name' Family, to then be followed by the application forms bearing those with the same physical address, with each application form with the individuals information. So if there were 2 Smith residents at 1 Main, the cover letter would say The Smith Family, 1 Main..................etc....then this page would follow with the applic form for Tom Smith, and then a 3rd page would have applic form for Tony Smith, with no cover letter between the 2nd-3rd pages. Then the next uniquely addressed cover letter would appear. The order of the entire printing should be based as address field ascending......I cant get my grouping in the report to work this way...........
 
Not sure I exactly understand however you could make a SELECT DISTINCT in a module that selects all the Street Addresses. Loop thru and print the one cover page for the address. Then make a new loop for all the people who live on the current street. Print the applications for each of these values. Then move to the next Distinct Address.

1. Put your cover page "stuff" in a report HEADER section. Set the section "Force New Page" property to AFTER SECTION.

Same thing for your individual person grouping level - force a NEW PAGE after the FOOTER section (which can be blank) prints. Easy as pie.

Page 1 - header stuff
Page 2 = first "person"
Page 3 = next Person (because person 1's FOOTER section forced a new page)

etc etc etc.
