Report allows filter, but does not revert back when filter removed

I have created a report based on two queries. The tables these queries are based on are joined properly, and the report displays what I am needing. However, when I ask it to filter it does filter by my criteria. However, when I ask it not to filter, it does not revert back to the full report. Can anyone help me with this?

Need a better explanation of how the filter is set and un set. The VBA code that is setting the filter and/or opening the report is key to using jkl0's advice.

Basically I am going to the query that has the field I am wanting to filter. Then in the Design view I type in...

saving my changes as I exit.
This is to get only the "A..." records in the report.

However, when I go back to the query and remove the...

and save my changes when I go back to my Report nothing has changes, it still only shows the "A" records and not the full records. I have even gone into the design view of the report and made sure that the filter is set to "NO"

Yes, I even deleted the report and recreated it using the same queries. Now it doesn't even show the full report just the records I had filtered to show.
