Replacing QPC841 Serial Data Interface card / TTY not working

Is replacing a QPC841 SDI card as simple as disabling the the tty ports LD 37. Setting the enb/dis switch to DIS and pulling out the card,Setting the new card dip switches the same as old card putting the card back in and set the switch to ENB and re-enabling the tty ports? One of my fiber Remote IPE Terminals stopped working. I don't seen to be able to getting it working again. I tried replacing the terminal. Still not working. I am thinking maybe the QPC841 SDI card has a bad port.
 
yes, after you disable the last device on the card it goes red.. faceplate disable, match the switch settings.. reverse the process,,

i usually connect a breakout box to a port before i decide if it's bad.. build a loopback or just test 2 and 3 with a null used as a loopback..
