Replacing Outlook Forms

There's a small company I deal with that is still in the stone ages. They do use Windows XP Pro. However, they use a domain connection to an NT 4.0 server mainly for MS Mail and backups. The office bundle is Office 2000 and they use extensive custom forms in Outlook.
The company was asking about replacing the package with something that has additional group features. I suggested they look at Evolution or Thunderbird or an internet-based option. They have very little capital to work with. These options looked promising to them except that they would not be able to use custom forms.

Does anyone have any other suggestion besides "dish out the cash"?
