Is there a way to replace a range of shades of a particular color with the corresponding shades of another color? For example, I have a photo of a red house with a green tree, and I'd like to transform it to a blue house with a green tree. Does PSP have a way to do this?

Sure, though it may take some time to get good results. Use the magic wand and/or other selection tools to select the house, this is the time consuming bit! Then use one of the the tools in the Adjust > Hue and Saturation menu (PSP8) to tweak the colours. Each has their strengths & weaknesses, you'll have to experiment to find what works for your particular picture.
