On a locked down server, both the username and password are blank. If I login into the server remotely, it shows the name of the last user who logged in. I've trawled through all sorts of stuff on the net but I haven't found any policy that stops a remote user logging in on terminal services not to be presented with a name at the login prompt.
It is basically a level of security. If the user only has to type in a password, then it is only one thing to guess. If they have to type the username as well as password then it is two thngs to guess.
