Remote Paging from Asterisk to CM3

We're trying to set up paging across an H.323 trunk from an Asterisk 1.4 to a CM3. The CM3 does not have "remote-access" enabled, so we can't use that. When we dial the "paging loudspeaker-access" code from the Asterisk, we seem to be getting dial tone from the controller. We hit the # key to signal the controller, but we get the default announcement from the CM3 that we've dialed a number that's not defined.

Anyone know of any strange interactions trying to page across an H.323 trunk?
