remote monitoring question

I have an off-site technical director who is required, by our client, to produce performance reports of the server and database. I don't want to give this person admin rights (and he doesn't want them either). How can I give my tech director the ability to run performance monitor from his off-site computer without giving him admin privileges?

I should have added that I am using MS SQL Server 2000 on a Windows 2K Advanced Server cluster. But my technical director is currently using WINNT 4.0.
