The ones you cant manage are not logged into the network.If the user is logged on locally you cant manage them. If they are logged on to the domain, then I would suspect they are not properly joined to the domain.
check DNS...is your zones are not configurd for dynamic update this can cause the symptoms you are talking about. That or DNS is not fuctioning properly. DNS needs to resolve the names of the computers that are listed in the manage function.
