Remote Desktop - Interactive Logon disabled

I can logon to this computer with remote desktop as a reg domain user and administrator no problem.. but the user of the laptop gets the following msg

Your interactive logon privilege has been disabled. Please contact your system administrator.

he is setup in the allow remote users and he is a local administrator... any ideas..??
