Remote desktop drops connection for second user 1

I have remote desktop enabled on Windows Server 2003 Enterprize Edition. When second person connect as an Administrator using Remote Desktop, server drops firs one.
So I can' have two persons logged as Administrator on server.

Is the Limit number of connections policy set?

Remote desktop is essentially a console session. Like logging on at the server. Install and use the terminal services client mstsc.exe. the install file is msrdpcli.exe, you will find it on the server cd. then you will get 3 sessions. i.e 2 terminal sessions and 1 remote desktop console session.
