Remote coverage 1

I am trying to get an extension to cover to a cell phone. I know this has worked in the past and am trying to pin down what's blocking this attempt. The extension in question is set for coverage path 74. Cover path 74 has "c15" as the first cover point with 1 ring. c15 in the remote cover table is set for the external number with a leading 9 for an outside line.

When I dial the extension in question I get a busy signal. As I said, this has worked in the past, but I haven't tried to set one up since we changed phone providers. Could there be something wonky about other PRI? Is there some other basic step I'm missing?
