Reminder prompt on windows shut down or log off

We are going to be using a new time and attendence system that hourly employees can use to clock in and out at their desks. We pretty much have everyone trained to shut down or log off before they leave, so is there a way to send a windows prompt (yes, no and cancel) when they try to shut down. If they click cancel I wouldn't want windows to shut down so they can log off.

Is this possible and if so, which part of the CLR should I be looking at.
