Registry setting to prevent users from changing modem

Does anyone know which registry keys need to be changed and what they need to be changed to in order to stop users from changing their IE properties and modem properties.
Specifically, deleting their IE history and changing their
modem disconnect time out setting.
We do not use system policy editor. It is a Windows NT domain with Windows NT 4.0 SP5 workstations.
I am familiar with changing the registry for things like removing the run line and task manager so I assume there is a way for me to accomplish this.

You may want to try using something like X-Setup from it is a gui util to change a sorts of Windows options, it also shows you which reg key it is modifying.
