Registering with PUBLISHER (secondary) and not SUBSCRIBER (primary)

I have a common problem here. I have a CCM Publisher/TFTP Server (Secondary Call Processing & TFTP) and one CCM Subscriber Server (Primary Call Processing). Under "Cisco CallManager Group" the SUBSCRIBER is listed first then the PUBLISHER. DHCP option 150 is set to the IP Address of the TFTP Server (also the Publisher).

When the IP Phones starts up and get registered with the CallManager Cluster, it is registering with the Publisher and NEVER with the CCM Subscriber. Grrrr. Under "7960G Settings" then "Network Configuration" on the phone I do see that "CallManager 1" is the Subscriber Server and "CallManager 2" is the Publisher Server. Double Grrr.

However under Real-Time Monitoring under Serviceability to even the "Device > Phone List" page it shows that the Status is connected to the Publisher. Even if I fail the Publisher manually it is trying to to register with the Publisher and not the Subscriber.

Any help or direction on this would be extremely helpful.

What about using an ATA and setting up a SIP trunk? This way you can use analog or IP phone.

ist on the subscriber the ccm-service running an is the subscriber reachable from the ip-phone ? on the ip-phone - network config what is the status od ccm1 und ccm2 ?
