Regional settings

Hello

I have a problem with the regional settings within Office XP. When i type the date within an excel spreadseet i type in as dd/mm/yyyy i then format the cell to look like dd-march-yyyy unfortunatley it changes it to March-dd-yyyy I.E American settings. I have changed the regional settings withing Windows and Offcie tools but no joy. I have noticed though that it works fine when logged in as local admin, i have full admin rights to this PC.

Anyone got any ideas?
