Refusing Meeting requests in Outlook 2000

I have tried to configure our CEO's calendar to refuse meeting requests sent directly to him. I set up a delegate, his assistant, to receive all this type of information. I checked off the box for sending meeting requests and responses only to his delegates, but he has just received a meeting request. Is there a step that I missed concerning permissions? We are currently using Exchange 5.5, is there something I need to reconfigure there? Any help is greatly appreciated.
 
By any chance was the meeting marked as PRIVATE? Private meetings won't go to the delegate.
