Reducing voice volume recieved from a specific station

We have a user here whose voice is piercingly loud to every single user on our system, even when the recipient's volume is turned all the way down. Believe it or not, we get at least 2 complaints per day about this person -- "His voice hurts my ears", etc.

We would like to be able to reduce the sensitivity of this person's handset microphone without effecting his inbound volume. They are using a 6416.

Any ideas? I am about to crack open a handset and put tape over the microphone... it really is that loud.
