Recylce Bin missing

I cannot seem to figure out why the recycle bin is not on the desktop of one of my W2K server. It's a Dell PV725N NAS. (posted this in that forum too)
I don't remember it ever being there, but then i guss i never really paid that much attention.
Is this normal?
I searched and found a few topics on this referring to XP but not W2K Server.

The Recycle Bin and numerous other desktop icons can be added/deleted from the registry. See the following for information on how-to:
