Recycler?

There is a folder in my root directory under Win2K named Recycler. There are two files? in there one titled S-1-5-21-1482476501-13833844898-682003330-1000. What is this thing?

These are the contents of the Recycle Bin for the various users who have deleted files on the machine, one file per user.
