recovery console + access denied

I built a new machine and before researching I installed win2k3 on different HD ; so basically new machine with salvaged parts from old one that had win2k installed. I am in the process of trying to recover the 2k on the new machine. Placed the old Win2k HD in new machine and as you may suspect I got:
STOP: 0x0000007B (0x88FA6008, 0xC0000010, 0x00000000, 0x00000000)INACCESSIBLE_BOOT_DEVICE.

I tried various things to recover but since this I am now getting ntldr not found upon boot.
So, copied ntldr,ntdect.com, and boot.ini to floppy. I was hoping I could use recover console using setup floppies to access, and then copy the files to root.
Issue: When trying to copy from floppy to root of C: I get access denied. I can change into the directory and browse but wont let me copy. From reading I thought you could use this folder using recovery console along with %systemroot%, cmdcons, and cd rom drives. Any ideas?

 
You have to create a boot disk using another server.
Format a floppy using w2k3.
Copy the ntldr, boot.ini, and ntdetect files over to the floppy.
Edit the boot.ini to reflect your server's settings.(point to boot partition (winnt))
Use the boot disk to boot the server.
After the boot, copy the files to the root directory of your system partition.(Where the boot.ini and other files should be.)(After you have logged in and corrected any permission settings)
 
I fully understand what your saying but shouldnt I be able to accomplish this with in the recovery console?
Also I copied the files from the windows 2k cd on a XP system. Does this matter? Thanks for you reply vbrocks!
 
I don't know why you got an access denied message, but if you follow my directions you should be OK....

I seem to remember that there is limited access with recovery console....
