re-programming "F" keys (win2k)

Is there a program that comes with win2k already that allows me to remap the F keys.something that might allow me to press ALT/Cntrl + F-key and run a script...ie passwords..open a program..etc.I know aftermarket programs exist,just wondering if I'm over looking something that's already built into the OS.
