Re-Enabling Disabled Users And Exchange

I had a employee leave the firm before I joined on and the account was disabled. I re-enable the account and started getting the 9548 Error that an associated account does not exist

I looked at a bunch of Knowledge Base articles some that where recomended from this site and performed them.
In particular Granting Self permissions to the Associated External Account

I do remember it saying it would be a while for the DSAccess Cache to refresh. ABout how long is that ? and Any other ideas on how to resolve this
