Click on 'Tools | Internet Options' go to the Connections tab. See if "Never dial a connection" has a check mark in it or not. If not put one there, click "Apply". Done.
Sometimes this will not stop it dialing out, but for most folks it is as easy as that.
Let us know if its still causing trouble's.
